Palm Springs, Ca

On January 29th, PSPD patrol officers were in the downtown area monitoring bar closings when they heard multiple gunshots. The investigation led the officers to the downtown parking structure where they discovered several people had scattered, and one parked vehicle struck by a bullet. No injuries have been reported in this incident.

Following the investigation into the shooting that occurred in the downtown parking structure, PSPD Investigators were able to sift through local video surveillance and conduct additional follow-up investigation that led them to the identity of the shooter in this incident, who has been identified as Richie Rugley, 26-year-old male resident of Desert Hot Springs.

On February 2, 2022, at approximately 8: 15 pm, PSPD officers were able to locate Rugley as he left his residence in the Desert Hot Springs. Rugley was taken into custody without incident and has been booked into Larson Justice Center in Indio, CA.

Rugley has been booked on the following charges:

245(a)(2) PC – Assault w/ a deadly weapon/ firearm

246 PC – Shooting at an inhabited building
