Assembly Bill 1775 (AB 1775) was signed into law by Governor Gavin Newsom on September 30, 2024, introducing significant changes to California’s cannabis industry. This bill, authored by Assemblymember Matt Haney, amends Section 26200 of the Business and Professions Code to allow for expanded services at licensed cannabis consumption lounges. Specifically, it permits the preparation and sale of noncannabis food and beverages, as well as live entertainment, in areas where cannabis consumption is authorized.

This could be a game changer for those who visit Cannabis businesses but would like to spend more time there for entertainment.

Key Provisions of AB 1775:

  1. Noncannabis Food and Beverage Sales
    • Licensed cannabis retailers and microbusinesses with consumption areas can prepare and sell noncannabis food and beverages on-site.
    • All noncannabis food and beverage products must be stored and displayed separately from cannabis products.
    • Industrial hemp and products containing industrial hemp are explicitly excluded from this provision.
  2. Live Entertainment and Ticket Sales
    • Cannabis consumption lounges can host live musical or other performances within their premises.
    • Lounges can sell tickets for these live events, further diversifying revenue opportunities for cannabis retailers.

Impact on the Cannabis Industry

AB 1775 represents a significant shift in California’s approach to cannabis consumption lounges. By allowing on-site preparation and sale of noncannabis food and beverages, the bill opens new revenue streams for cannabis businesses, enabling them to offer a more “cafe-style” experience. The addition of live entertainment and ticketed events further enhances the customer experience, transforming lounges into multi-functional social venues.
